A: Continue to try to work with the DMV. Things should be opening up now, so you need to get an appointment asap to take the driver's license test and get your license issued. You cannot buy a car without a license, no matter whether you have the money.

You have no right to sue the state because the DMV has been closed due to the coronavirus, because you have not yet been denied your rights. The state issues a license to operate a motor vehicle to those persons who qualify and can demonstrate their legal age to drive, plus the ability to operate a motor vehicle safely. So there is no "right" to a driver's license which you can sue to enforce. You only have the right to apply for a license once you can satisfy all the state's requirements to obtain a driver's license.
