Sounds like a real Catch 22 doesn't it? You go in to buy a mask because you don't have one, but they won't let you in because you don't have a mask on.
It seems to me that before they can refuse entry due to lack of a mask, they must first offer you one to wear while you are shopping. And I believe that is their actual policy. Call the store before you go, and ask what their policy is and if you can get one when you arrive. That should take care of it. There's no reason to make a Federal case out of it. And good luck, maintain good social distancing, and wear a mask whenever you go out of your house.
