It sounds to me like you need to locate and consult with an employer-side attorney.

Generally speaking the employer of an at will employee can mandate the employee to be vaccinated and terminate the employee if the employee refuses. If the employee asserts a disability or religious associated reason for not taking the vaccine, then the employer has to engage in a good faith interactive process with the employee to determine if any reasonable accommodations can be employed to allow the employee an exception to vaccination while your business goals to protecting your workforce and the public and still be met.
