Q: I was parked and another driver got upset that I was blocking him so he yelled some words then intentionally hit my car

If you are trying to ask if the other driver is liable for the damage to your car, at least based on the limited information you provided, I would suspect yes. Did you file a police report? Do you have the other drivers license plate number and insurnace information? If not, do you have uninsured motorist coverage on your insurance?
