Q: approved for rent relief in CA on 7/31/2023, 10/4/2023 approval letter mailed . Never received my chk due to a systm err

I’m elderly and have been waiting for assistance since Nov 2021 when I applied . Finally got approved after showing proof of an ADU I lease at the same address someone else got rent relief and they approved me and received a approval letter and how much I was approved for and that the payment will come orthon 10 to 14 days . After two additional weeks of waiting I called and the call center said they were sorry about that but the check was never mailed a handful of checks were not printed due to a system error showing delivery failed on printing them out and shipping them to the applicant but nothing was done or couldn’t get any answers just a ticket that was being worked on and in progress and now it went from showing “ paid” to application in review” again???? I have emailed all depts of rent relief thr eviction dept got back to me and said it is approved and they are working on getting my payment delivered . Now it’s saying application under review. What grounds do I have to sue ?
