Q: Can Canadians trade with offshore binary options platforms?

I have researched binary options platforms and I understand that if you have no experience trading then the Canadians government recommends against it and that it is not legal to offer binary options in Canada. But I keep reading that Canadians may trade on offshore binary options platforms regulated or unregulated in their jurisdiction at their own risk?
