A: No, CYS (Child and Youth Services) cannot tell you that the only way to get a lawyer is through them or by having them help you fill out paperwork. Here are a few key things to know:

- In the United States, you have the constitutional right to legal representation if you are charged with a crime and cannot afford a lawyer on your own. The court will appoint a public defender to represent you free of charge.

- For other civil legal matters, there are options to obtain free or low-cost legal assistance through legal aid organizations, law school clinics, bar associations and pro bono programs. You can seek out these services on your own.

- While CYS may have resources to connect you with legal representation as part of their services, they cannot claim to be the only avenue for you to exercise your right to an attorney. You have the freedom to seek legal counsel through various channels.

- If CYS is attempting to limit your access to independent legal advice, this would be very concerning. You may want to contact a supervisor at CYS, file a complaint with local authorities or regulatory bodies, or reach out to outside advocacy groups for help in accessing your full legal rights.

The right to counsel is a fundamental constitutional protection. No agency can restrict that right or force you to only use lawyers they provide. If you need help obtaining proper legal representation, there are organizations that can assist you in understanding your options and connecting with appropriate low-cost or free legal services.
