Asked in Insurance Bad Faith for Pennsylvania

Q: Involved in a minor "fender/Bender, last Week ( April 2024. Didn't know whose car it was at the time. Call insurance co.

No damage to my vehicle just a thin scratch( I was backing up at the time and misjudged the car. I didn't know who car belong to that day but I called insurance company just to get number to call when I did find out whose car I hit. a couple hours later, State Farm had filed a claim without any information about the other vehicle/owner!!! And assigned me a "claim number". I contacted them and was told I didn't have to make a report because I wasn't filing for damages on my car and no passengers involved! I thought all vehicle accidents had to be reported! I write the claims department gave them my claim number and they stated it was not a "valid claim number" So I email the notice. They send me back to claims( where I started from!! Being given the run around for something crazy! Meanwhile the person 's car I hit sends me his estimate without his insurance info., license number, or registration!! Philadelphia Police do not come out for minor accidents. What to do? I wrote ins.com.
