A: It is probably not possible for an individual without legal knowledge, education, training, and experience to file a discrimination or "slanger of name" (maybe "slander"?) against a city without a lawyer. In fact, most lawyers would require the services of another lawyer with experience in that particular area of law.

Slander--which is oral defamation of a person--is subject to certain specific statutes with which an average lawyer without experience in defamation claims may not even be familiar. Under our anti-SLAPP statutes, there is a risk in bringing such a claim that the plaintiff bringing the claim will have to pay the attorney fees of the defendant--in this instance the city--if he loses. So it would be foolish to bring that type of lawsuit without hiring an attorney experienced with such claims.
