Q: Do I have any legal rights to sue LAPD impound yard or third party involved for releasing my car to the wrong person ?

I’ve purchased my car from an auction on 10/26/23. A notice of transfer and release of liability was submitted to DVM on 12/19/23 stating that I am the legal owner of the vehicle. I haven’t registered the car due to high fees. On 8/11/24 my car was impounded out of a parking lot. On 8/14/24 my car was released to a previous registered owner from 2021 instead of me the (legal owner) of the car. Also on 8/14/24 the person who the car was released to then tried to register the car but the DVM blocked the registration because the car is legally mines and have not been released of my liability. Do I have any ground to press charges for theft of property and do I have any right to sue any party involved ?
