Q: hoa fine for car

hello, i have a car in my driveway with a suspended registration because of i dont have insurance on the car since it is broken. i was planning on putting it on non op but had to wait another month to do so. my landlord informed me they fined him because the car has no registration. should i just pay the fine or can i tell them i was trying to put it on non op next month
