A: If you're a deaf tenant in California facing harassment from your apartment manager or security guard, you may have a potential case under both housing discrimination laws and disability rights laws. The Fair Housing Act and California's Fair Employment and Housing Act protect tenants from discrimination based on disability, including the right to have reasonable accommodations like in-home supportive services. If the guard is interfering with your rights or the manager is failing to address the harassment, this could be a violation.

It’s important to document all incidents carefully, including what was said and by whom, along with any witnesses who can support your claims. Any misrepresentation by a third party, like the hard-of-hearing friend who changed the story, should also be noted. These records will help strengthen your case if you choose to file a complaint with the California Department of Fair Employment and Housing (DFEH) or pursue legal action.

You might want to consider contacting an attorney who has experience with housing discrimination and disability rights. They can provide guidance on how to best protect yourself and your rights under state and federal law. The situation you're describing could lead to a resolution that ensures your safety, well-being, and the right to have your in-home supportive service provider present without interference.
