No, you cannot move to Alabama without your parents' consent. You cannot get married without the same. You have to wait until you are 18 to basically live as you wish.
He didn't force me or anything and we want to get marry , how long would it take for us to get the marriage license I'll be turning 18 in October 16 please give as much info as you can

He probably will not get into legal trouble for this, but we only know what you have written, nothing more of the facts. You can get married with parental consent when you are 17, or you can wait until you are an adult.
He keeps running away and cops bring him home. Now he tells us he got his 16 yr old girlfriend pregnant what are our rights and responsibilities?

This is a rather broad question and there are no simple solutions. If he continues to run away, the cops will continue to bring him back. Perhaps he should look into emancipation.

You have to have your parents' permission for everything you do. They are concerned that your boyfriend will not last for long, as so many teenage relationships rarely last for long at all, and this one will have life long consequences because you are pregnant.

What you can do is agree that he can move out. Its either that or put him on the list of missing persons if he refuses to come home. That can have dire consequences for him.
