I have no idea what that might mean. Was there a bribe of some sort? Ask the person who wrote it there. Perhaps the clerk has seen this before and knows what it means, perhaps an officer has.
Belize tells me the safety glazing on my windows is to dark and wants me to remove it. This is a safety item installed by the manafacturet, it keeps my windows from shattering all over me in an accident. It puts my life in danger. What can I do?

It depends upon the facts, we have very few and would need to examine the trust document as well as review caselaw on the subject, if any.
I filed a grievances in regards to the employee that opened my legal mail while I was not present on four seperate ocassionsn only to have the grievance denied. This is a violation of my constitutional rights. There is case law to back this up. I need an attorney to represent me in this matter.
