Q: I was issued a ticket for fishing without a license. Later changed it to purchasing a license while license is revoked.

So they never saw me fishing to begin with, and then later the next day called and changed my ticket and sent a picture of it through text message. I never signed the ticket or purchased a license since the website wouldn’t allow me to log in. Can this be dismissed?
