I am not aware of a law preventing a specific individual from owning a foreign car. Some foreign cars will have difficulty being imported to the US without a lot of paperwork, but I can't imagine how a particular individual would be prevented from making a purchase.

You question smacks of cynicism, but I'll play along. The simple answer goes back to economics. They are offering a product, a J.D., for a certain price and there are willing buyers at that price (students matriculating).

Q: I bought a car from a dealership as is Well it broke down on my way home they didn't let me test drive it

They also said they didn't know of anything wrong with it well it broke down on my way home which is about maybe 7 miles.

What can I do??
