You can buy a car and a house. You could get a Florida driver's license but only for 6 months, although the Florida DMV is changing rules on that too. You can title the car to your Florida address.

Non. A foreigner and a U.S. citizen can marry without asking for anything. They can also live outside of the United States.
Only when the foreigner wants to visit, or most definitely live in the U.S. he will need a visa.

No idea as it depends on the type of visa that you have. Some visas can be extended from the U.S., others such as the J-1 may have a 2-year bar, and some must be renew overseas.

The Embassy itself certainly not as it has sovereign immunity. Discrimination could be proven as to the decision of a consular officer but this is seldom the way. The path is to resubmit the application in a proper or more defined manner.
