Potentially. If the card was used for something that was not intended or for an amount that was not agreed to. There is also the problem of authorized users on a credit card. If the camera is in an area which you would not expect to be private there may not be any right for the employees to contest the existence of a camera. It's probably not legal and you may have rights and a remedy against the second collector. There are several federal statutes in place to prevent this exact kind of action including the Fair Credit Reporting Act, and the Fair Debt Collection Practices Act.
