Q: Help A Stopped Car Decided to Make A U Turn and Hit Me!

I was driving on a street road when the driver in front of me came to a stop. It was 2 lane road divided by a double yellow line, one lane each direction. The the driver did not signal in any way. So I proceeded to pass them on the left. When I did this the driver then decided to make a U-turn while I was already passing them and hit me. I am aware that drivers are not allowed to make u turns in residential areas if there are cars within 200 feet of each direction so it was an illegal U-turn. I have been trying to look for laws regarding passing vehicles that are stopped and obstructing the road but I cannot find anything the only thing that I could find about passing vehicles is that you are not supposed to pass a slow vehicle if there is a solid double yellow line but since this vehicle was not moving slowly it was stopped. I was looking for advice on what the rules are for this? I cannot find anything about what to do if a vehicle is obstructing the road. Thank you!
