They would just do advertising such as putting up fliers, telling people, advertising. I'm disabled with limited time/energy/money. I would be setting the conditions, doing viewings, and all other stuff.

Paying someone to perform a service for you is not illegal unless the service is illegal. Renting an apartment, provided that you've met all the requirements of your municipality to rent the place, is not illegal, so why COULDN'T you hire someone to advertise and help you find tenants?
