Q: New Owner trying to start a new lease...adding a 17.5% increase to rent and $650 in deposits. Help?

Deposit includes a $250 non refundable pet fee, after previous owner charged $10 month for 15 months before selling property.

Raise of rent was demanded within first month, Im from CA and the laws say this would all be shakey ground. I do not understand MI laws and legislation

A: If you are on a 'month to month' lease or the lease you have is ending, then the new owner can change the terms of the lease in whatever way he wants so long as he doesn't run afoul of Michigan landlord/tenant law by for example, charging too large a security deposit etc.

If you aren't sure about the terms of a proposed lease, you need to ASAP take the lease to your own attorney to review and provide you real advice. An additional 'pet fee' is NOT generally 'wrong' but depending on everything it can cause issues -- seek local legal help!
