Q: what can I do about my neighbors throwing rocks at house and making banging noises outside sometimes?

the neighbors that are throwing rocks at house live right by me, house by house, they are a man and his wife who are near 50 years of age, I know its them cause I saw them on camera, it wasn't recorded though then I had the hidden camera up, they have a camera facing my bathroom window, so they know when I am in the bathroom and when they can throw something at house or make a bang noise to bother me, this has been going on and off for 3 months, so far during that time I called the cops 3 times, talked with the neighbor man once with cop there, put up and took down cameras around my house, yesterday 11/15/2018 I called cops and the neighbors did not answer this time, I also called and talked with the landlord of my house, I told them the neighbors were also storing trash and the landlord called city hall on them for it, I also talked with him on the other neighbor issue, I do not have video recordings on the matter, but I did see the neighbors when I had the camera up at a certain spot
