As long as you were travelling on foot, and not operating a motor vehicle, you cannot be given a ticket for driving without a license.

Without eyeballing the letter and the ticket, the most likely answer is that as long as you do not have a "court-required" ticket----which means you have to go to court----then you payment of the ticket should be all you need to do----the jurisdiction which receives payment will note that... I received my second speeding ticket for going 7 over on the highway in Wyoming in may and my third one today for going 30 over. I was going flow of traffic on highway but decided to switch lanes and speed up. Cop did not show me speed gun when I asked to see it.

Age 21 and older = a license suspension for 3 convictions within 12 months.
