Q: Hello,is there a clear definition of a "Defense Article"? Thanks!

I need to find a difference between those and "Non-defense" ones, in regard of rifle scopes that are used for hunting or target shooting.

You have not given the context or enough facts for a meaningful answer. Remand usually means that an appellate court has sent the case back to the lower court, and usually with instructions.

Read the rules of appellate procedure. There might be something in there about belated appeals.

That depends upon the facts, none of which you have provided. There is a national network of CPS agencies in the various states and they communicate readily with each other.
