Q: If I've adopted a child can I sign him over to another family when he is 17?

No, you can't sign a child over. The other family might be able to adopt him with a court order. You would need to consult an attorney and, given the age of the child, I would expect it to be difficult.

Q: can I adopt grandson without one of the parents agreeing

my daughter in law don't even have visitation and hasn't been in contact with my grandson in 4 months, my son said I could adopt but does she have to agree also? My grandson is 12 years old

Under certain circumstances, an adoption can be ordered without her consent. You should consult with an attorney licensed to practice law in your state.
