I recently got my first speeding ticket going 82 in a 65 and was not sure to send in a plea within 48 hours. Can I go to the town clerk to establish my plea before court or do I still need to send it in?

The courts do not hold you to the 48 hours response time.
If you look at the lower left hand of the ticket you should see a date by which you need to respond.
Even if that date has passed, you will not be suspended for at least one month

The 18 month period where points are assessed goes back to the date of violation.

The letter requests I see someone for a Pre trial. The ticket was issued in November 2015 and I sent back a not guilty plea right after I received it. I just got a letter in 2018 for a Pre trial!

The delay in scheduling the conference is not grounds for dismissal. At the conference, you or your attorney will have a chance to conference the case with the Town Attorney and negotiate a plea to a reduced charge with less points

Incorrect address is a valid defense to the ticket.
However, you must plead not guilty and request a hearing. At the hearing you should move to dismiss for incorrect location

No. The Traffic Violations Bureau has the right to reschedule the hearing in advance based upon the officer's availability.
