A: The United States Constitution, as well as the California Constitution, provide all the authority necessary for both the Federal and State Governments to implement urgent policies in the event of a worldwide pandemic.

The President issued a National Emergency notice on or about March 13, 2020, which was followed by an announcement by Governor Newsome of stay at home orders issued at or about the same time.

By the authority given each through the constitution, they are required to take appropriate action to protect the lives and property of every person within the United States and all its territories. Both the President and the Governor have taken appropriate action in light of this pandemic, and we are all obliged to comply.
