My vehicle was towed from a shipping center in new castle County Delaware, I was parked there overnight but there were no signs indicating any enforcement. There were only fire lane signs

It would appear that parking in a fire lane in PA is a towable offense. Don't need additional warning signs about towing. Probably Tow Company called by Mall Security.

Yes----quite often in matters involving accidents and damage to property, a ticket is issued based on the law enforcement officer's investigation, which does not include his witnessing any portion of the accident/collision.
I was given a violation for duties at a stop sign by the arriving officer to the scene of the accident, (he was not present nor did he see the accident) what case law can be presented for defense ??

Look at the statute and argue you did what it said. Presumably you came out and someone hit you. If they didn't have a stop sign too they have the right of way.

You need to ask this question to a Delaware Lawyer not NJ. But remember it is not just MVC points but also possible insurance implications.

1) If you made a turn it wasn't 10 seconds.
2) I assume you reported it to your insurance. Insurance will provide you with an attorney if you are sued..
3)If you didn't get a ticket you aren't in court.
