The local high school is somewhat near another elementary school, and many parents use the HS parking lot as a drop off point for their students. The HS PTO says this is no longer allowed. Are they legally allowed to do this, as the HS is publicly funded?

The school board would make the actual decision, but it might very well defer to the recommendation of the PTO.

I would look on the online docket for Escambia County. Or another county would probably work too.

It is not clear what you mean by this question. If you can trust the family member taking your child to the store or anywhere else, why wouldn't you be able to trust that person to take your child to the doctor?
