If he does not have a custody order in place he should definitely seek one out immediately. That it the only thing that would give him enforceable parenting time with the children. Without that, there is little to stop the mother from leaving again with the children.
My son lives in ky with his father I have visitation ordered by indiana state guidelines I have not seen my son since march 8th. I have been very patient. His last official Day of school there will be May 5th. His father still will not allow me my visits

For IRS purposes whichever parent provided more than half of the support for the child is the custodial parent and is entitled to claim the child.
