You can get medical benefits and lost wages from the insurance company for the car that you were in. Also you can get pain and suffering damages from the insurance company for the car that was at fault for the accident. The amount depends on the nature and severity of the injuries

Probably, the US has jurisdiction over a every accident in U.S. waters. Also if the boat is still in a U.S. port, or will be in the future, it can be seized to obtain jurisdiction and the owner will have to file a bond. It is called "In Rem" jurisdiction.

Give them the car insurance information. Remember if your brother is in New York he only has 30 days to apply for no fault benefits to pay his medical bills

Your insurance company is obligated to provide coverage. If the other vehicle was at fault, then you could go after their insurance.

Assuming your accident occurred in New York you need to file a no fault application with the tow truck drivers insurance company for them to pay your medical bills. The only law which permits this is the diversion program. If a defendant who is charged with a drug or alcohol offense opts for diversion, which is a drug court program, the charged can be dismissed if they successfully complete the program

Q: How much time do I have to file a notice of claim on a false arrest case?

To file a notice of claim for a NY state based claim you must file a notice of claim within 90 days of the arrest. For a malicious prosecution claim, it is 90 days from when the case is terminated. But for a Federal Case under 42 USC 1983, you do not need to file a notice of claim at all.
