I was driving 25 mph over the speed limit, but I was going below 90. Normally, I know that you can qualify for court supervision if you're going 25 or below, but in the county I was pulled over in it is 20 mph and below. Could I still apply? I'm 17 and this is my first speeding ticket.

Because of your age (under 18), you would need to appear in court with a parent or legal guardian to request court supervision. An attorney can certainly assist.
And when making a deal with the Prosecutor to change the aggravated speed to obstrcut drive view, is the second violation considered a misdemeanor or a normal offense?

I would agree with Mr. Ooink's response. I would just add that obstructed view is a non-moving violation, which shouldn't even be displayed on your Illinois driving record.
Am I allowed to pullover on the interstate for any reason such as making a phone call or picking up something on the side of the road?

Got a parking ticket in january. Called to take care of it but the lady said they were unable to find it and i didnt have to worry about it. Now a month later she calls and says they have it and i need to pay it! Do i still have to pay it?

Technically, you can receive supervision twice within 12 months. He would need to appear in court on the second to receive supervision again - it as at the discretion of the judge. An attorney may be able to assist.

You can pay it but a conviction would stay on your record. It may be worth filing a motion to vacate to bring it back into court and attempt to remove the conviction or possibly have it dismissed (if set for trial and the other party does not show up). An attorney can assist.

You can obtain a court purposes driving record from the Secretary of State, which will be clean, but the court should already have access to that information. As they say, it's hard to prove a negative. You may want to hire an attorney to straighten this out with the prosecutor in court.

You won’t lose your license because it takes 3 convictions within 12 months (the second ticket was issued after you turned 21). A dismissal is unlikely for that specific reason. However, proof of removal of the tints (even a picture or receipt) may result in a dismissal.

Traffic school can likely be avoided if you are 21 or older. It would require a court appearance to request supervision.

Under Illinois law, you are eligible to receive court supervision on a traffic violation twice within 12 months. However, it is still at the judge's discretion whether to grant you court supervision.
