I am not sure of your exact question but if your case is pending in Oklahoma, jurisdiction lies in that state and you need to discuss the matter with an attorney licensed there. Good luck.

Short answer, yes, your car can be towed even if it is in a private parking lot. Hypothetical: if someone parked their car in the private driveway of your home and left it there, do you feel you could have the car towed?
As soon as I parked there a motorcycle traffic coo pulled up in 5 seconds and gave me a ticket. I said I'm not using the spot just calming my kid as he was throwing a fit.

The short answer to your question is yes. Parking violations included parking, standing, or stopping a vehicle as defined in the Texas Transportation Code.

The citation (ticket) is merely notice of when and where to appear in court. The questions is whether there are any defects in the charging instrument (the complaint) and whether those defects are material.

Signing a citation has no legal effect; the ticket is just a notice of when and where to appear for court. Paying the fine, however, finalizes the case.
