yes, sure, you should get right attorney for your case, no matter where you live. If you find an attorney not licensed in VA that attorney may need to associate with VA counsel, but you have the right to look anywhere.

You have the right to represent yourself. The fact that you have not been able to find an attorney has nothing to do with their "bravery" but may be an indication that your case is weak. You can try to negotiate the case yourself, sure.
