Q: If my divorce isn't final yet but we have been separated for a few years. Can my boyfriend sign the baby's birth cert?

A: If boyfriend is the baby's father, then yes. The status of your divorce is not relevant, i.e. it has no impact on who is supposed to sign the birth certificate.
