Q: do private owned utility companies in Alabama have rules to follow

rules and regulations regarding what they can and can not do on someones property and with someones property lines

I assume that there's an attorney involved with your mother's estate? if so, speak to that attorney. if you have issues with him, then consult with another probate attorney and seek what is recommended.

Q: Is it illegal to smoke at a gas station in Alabama?

I saw a guy smoking as he walked behind a pump within 5-10 feet of the pump. Is that illegal?

An Alabama attorney would probably know this best, but your question remains open for a week. In general, some jurisdictions treat it as a misdemeanor. Q: Can the power company shut off service for non payment at a different residence bc my brother used my name on the bill?

Brother used my name on his bill then skipped out of town. They are threatening to shut off my service now if I don't pay that debt by the end of the month

If I were you I would contact the Alabama Public Services Commission and file a complaint.
