Keeping or ransoming the dog would be theft or conversion, criminal offenses. You can however seek reimbursement in small claims court, i.e. your local justice of the peace court, if their consciences do not rise to the occasion.

Call the Sheriff. They can't ransom your property. Morally you probably should pay them, but they can't hold your dog for payment, that is theft.
The dog was dying of neglect and abuse on his property. It was severely emaciated, and beat up. If they are pure breds, you paid for obedience school or had expensive collars you can sue for conversion for that amount. You can however, have them criminally charged with theft and cruelty.
