A patent attorney could advise best, but your question remained open for two weeks in the Uncategorized category. Some questions go unanswered here, but you could try reposting and adding Patents (Intellectual Property) to your categories to improve chances for a response. Good luck

In PA it's mandatory to have at least liability car insurance, but PA itself doesn’t offer a governmental issued car insurance to its citizens, there for the state is forcing me to do business with a privately own company.

Under those circumstances they may not be liable for the attack but there may be liability for the failure to provide proper care. Your best bet is to contact the Pennsylvania Civil Liberties Union, ask for their prison rights project.

Technically, you would file an action to quiet title. Or you would ask that person to sign the title over to you. Otherwise you treat it as abandoned property, and have it disposed of. To cover yourself I would suggest you notify the police first.

The problem is you drove to the parking lot. The statutes should be on your citation.

If you have improper equipment then you can be cited for operating a vehicle without the correct equipment assuming you are not on your own land--because you had to get there.

Generally, it would depend on the situation. A traffic stop is for violation of the traffic laws. Assuming you entered your car in a garage and never exited the car in public it would not be indecent exposure. If you wore a bathrobe over it I don't see an issue.

You should go to the police and ask about registering it. If they want it, give it to them and get a receipt. YOU DO NOT WANT TO HAVE AN UNREGISTERED FIREARM in your posession.
