Q: I have a question. How is it legal/lawful for a state government to require me to do business with a private company? I

In PA it's mandatory to have at least liability car insurance, but PA itself doesn’t offer a governmental issued car insurance to its citizens, there for the state is forcing me to do business with a privately own company.
