You would need to move immediately through an emergency application via Order to Show Cause for an Injunction challenging the award of the bid as violating the law. What evidence do you have that the competitor should not have gotten it?

You need to immediately file an Order to Show Cause and seek a Temporary Restraining Order in a court having plenary jurisdiction where the government in question is located.

Depends on the terms of the RFP or Bidder Requirements contained in the notice, if it doesn't say there is a requirement then generally no it doesn't affect your ability to bid.
