Q: Does making pornographic content of a copyrighted character fall under fair use / parody?

This character is widely publicly sexualized, but not by the owner of the copyright per say. This content would also be for profit.

On the front end, your best bet is going to be to contact local law enforcement to fill out a police report. If the problem persists, then there is a possibility of a civil lawsuit against the person.

It very well could be. You should probably bring that to your attorney's attention, so that it can be excluded.
