Joint custody means you both have to mKe any non emergency decisions for them. Joint custody can range from shared 50/50 to alternate weekends. He may still have to pay child support even with shared custody if he makes more than you. Hire a custody lawyer.
I’m retired military and have paid child support on time for 16 years. Today a judge modified the payments lowering them. He made the effective date Apr 2020 which was 6 months ago. Will I get back the extra money I’ve paid? Or will I be able to skip payments for a while?

It sounds like you may need a divorce and custody judgment. Hire a divonce lawyer.
If you give him visitation before you get a custody judgment, he doesn't have to return him.
Or are there other options? He can always avoid physical papers. Can they be given by certified mail/ email?

Usually in Louisiana, service is either made personally (given to him) or domiciliary (given to someone at his residence). If the person resides in another state, service can be made "long-arm" through certified mail, or in any other way authorized by his state's laws.
