Q: I did some work for a homeowner and now he doesn't want to pay the bill

Go to the mortgage and conveyance office of your parish and file the bill as a mechanic's lien against his home. You can also file suit in small claims court.

I'm not certain I fully understand the situation, but it appears to be one where your friend hired a roofer to change the roof, rain water continued to come in, after which she took part of funds that would have gone to the roofer to pay someone to perform interior repairs resulting from the rain...
