Q: I have a rental property where two women(friends), have a years lease. One of the women has a teenage daughter.

If you are on a month-to-month tenancy, then yes, new owner can raise rent with at least 90 days prior written notice as long as they don't raise it more than a total of 9.9% over what it was 12 months ago.

Q: I moved out of my apartment of 3 years and was charged for touch up paint and blind cleaning. Can landlord do that?

Can the landlord use my security deposit for normal wear and tear? There was no damage to the walls or blinds.

Cleaning and painting - touch up or otherwise - are not considered normal wear and tear and yes, a landlord can charge you for them and withhold payment from a security deposit refund so long as the charges are reasonable for the work done.
