Q: Someone is still threatening a lawsuit against me from an accident he caused 2.5 year ago, can i counter sue?

From what you have stated, I don't think so. A claim for Intentional/Negligent Infliction of Emotional Distress requires a showing of something truly horrific. Assuming you pull up and are visible to him. You stop. He then moves into you, he should be as he is moving and should look before moving.

If you were hurt they may be doing you a favor. You can call and say you consider the deal over and see an attorney. Or you can file a complaint with the insurance commissioner.

Q: Is there any law for payson utah or utah in general that prevents a trailer and/or semitrailer from parking on a road

I was wondering if there was a law that prevents the accountability of a wreck into a trailer parked on a public road onto the person who hit it. Or if it was the person who owned the trailers fault.

Are you saying you don't want to have your driver's license reinstated? The Department of Licensing are the ones that determine whether or not to revoke or reinstate your license. Give me a call if you have further questions.
