Without approval of the other parent, to change a custody order you would have to prove by clear and convincing evidence that such a change is based on the best interest factors of the child.

Your husband had 14 days after he was served with the PPO to dispute it. If he did not dispute it the order is effective until it expires. If he later violates he cannot dispute it. And yes if he violates absent a plea deal you would have to testify.
Why is it okay for him to pay a truck and van payment for the girlfriend and not be able to pay the van payment for the family vehicle

No. Under cross examination of the police officer the defense attorney should inquire as to the reason. In the defense attorney's closing the attorney should argue that the photos would have shown no redness or evidence of a struggle.
