If done intentionally it could be, but in some settings where there is overgrown grass, the operators of backhoes or maintenance vehicles might not be aware they are passing over a stone.

Q: I am in London. My mother is 80 and in California and not getting fair SSI. I would like someone to represent her .

She gets no income but social security are not taking this into account. She lives in her son's home and is being charged rent but they did not take the letter which was showing that. She is separated from her husband and they count his income.

Q: I was given a RV to live in14 months ago and told to pay an amount for it when I could.now they say I'm in it illegaly

The trailer was going to be disposed of if I didn't take it and I've done major repairs to it to make it livable. Can they just take it back? It's my residence now, where do I stand with this.

Your position should be that you own that trailer now because you did what they asked you to do, made it your home, fixed it up, and now it is yours. This is one area in which possession is 9/10 of the law. You are in possession, so stay in possession.

Hitting someone is a crime. Hitting a person under 18 is an aggravated assault and battery - a felony. Hopefully that will tempt you to avoid that person. You cannot just have a thrift store pick them up. You probably have to write a letter and send it by certified mail. Did you get paid to do this or are you expecting payment?
