It is not illegal for you to install such a camera.

It may, however, be illegal for you to record another person on that camera especially if you do so without their consent.

Criminal charges can be filed by the state, not the person about whom the minor testified. Charges should be filed immediately upon discovery of the alleged perjury, and they wouldn't wait until the minor turns 18.
