As long as the full amount of your child support is taken out of your one job, there is no need for it to be taken out of any other jobs you have.

The income of one's new spouse or live-in significant other cannot be used when determining child support obligations.
If I file a modification will that stop the state from pursuing this debt that I owe? Or at least stop them from suspending my license,credit reporting , and etc?

Modification is for future changes.
If you are in violation, you will have to address that as a separate issue.
If there really is a need for modification the other side may be willing to work out a deal.

She can file a paternity case and have a summons served on him.
Nothing will happen until the child is born.
This allows the court to have jurisdiction over the father in case he decides to skip.

No, nothing can be taken out of your check. Child support is based upon his income and her income for the children that they have. Your children will also be taken into consideration.

Child support is based on income of the parties and how much time the child spends where.
Child support normally starts when a court case is filed.
After the kid was born, she moved out of state and did not contact me again besides taking me to court for child support. I have never paid but I do not have a job or any money saved up. I have not filed taxes for a long time and don't know what to do. Is there any way I can get this case dismissed?

If you don't have income, you are not eligible for Chapter 13.
They are probably getting things lined up to start taking it out of your social security checks.

The child support will not automatically stop. You have to seek a court order terminating the child support. If his support is coming out his check, a notice terminating the child support withholding needs to go to his employer after the court terminates the support.
