Did you tell them to fix it or not? I suspect their side of the story will be quite different. To answer your question, no they can't file charges. They can report a suspected crime to the police, who will investigate and work with a prosecutor to determine whether or not to file charges.

This issue is going to be governed by local municipal law. Many cities do have work restrictions particularly for the kind of construction work that makes a lot of noise. Check with city hall.

Ohio does not have a legal process to emancipate a child. Under certain circumstances, a judge may find that a child is emancipated, but at 14 that will never happen.

It would be prudent to call the your local municipal court and inquire as to whether a warrant has issued for his arrest. It is likely one has issued.

More information is needed to answer your question. If the lawsuit is a private matter between the POA and the family member, then of course they can. If it has something to do with individual who gave the POA that authority, probably not.
