I have a friend, he is from Poland working here in florida and he was driving a company van at night, drunk and get in to an accident, he hit and rub, police catch him, he is is jail now, the person who drove a car that my friend hit died day later!

You will not be able to sue the state of Florida DMV on the facts you have given here, and I do not believe that you will find an attorney who would take a case like that on a pro bono basis.
My license was permantly revoked but i only have 3 duis that was 10 yrs ago and i just realize the error.

You must be able to get your license reinstated in NC. In order to do that you have to do what was ordered there in 2012. FL will recognize the suspension and will not issue a license here.

Clear up the license in Illinois before you apply for one in FL.
Year suspension is almost over. Still not convicted though. Chances are I will be. Will they tack on the 6 months penalty as well even after the one year refusal to blow? Or is all a matter of the judge?
